I. DESCRIPTION OF SERVICES Texas Health and Human Services Commission requires the services of
2 Software Developer 3 , hereafter referred to as Candidate(s), who meets the general qualifications of
Software Developer 3, Applications/Software Development and the specifications outlined in this document for the
Texas Health and Human Services Commission .
All work products resulting from the project shall be considered "works made for hire " and are the property of the
Texas Health and Human Services Commission and may include pre-selection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by Texas law.
Texas Health and Human Services Commission will pay no fees for interviews or discussions, which occur during the process of selecting a Candidate(s).
Hire a Tableau Developer through ITSAC to lead the transition of all of the OIG dashboards from the virtual machine (desktop computer in the IT computer farm) to Tableau Server with the new AMD vendor. The Tableau server will transfer to Client on 9/1/2023 and we would like to move the remaining OIG dashboards to the same Tableau Server (12 remaining dashboards) shortly after the transition. The dashboards are located on a virtual machine which requires staff to utilize Tableau Reader to view the dashboards. Moving them to Tableau Server will allow direct connection to the source data, auto updates, speed up rendering time (display of the dashboards), and allow for exporting and printing data from the dashboards. This position will also assist OIG is redesigning existing dashboard to make them easier to navigation and for faster rendering.
Hire a SharePoint Developer through ITSAC to assist in the redesign of the OIG SharePoint site. The OIG SharePoint site is currently maintained one FTE in Data Operations that has multiple other data support duties and is unable to block off dedicated time to improve and modernize the OIG SharePoint sites. The SharePoint site is utilized by all of OIG (and some external users for the EDT site) so updating the site is a high priority for Data Operations.
II. CANDIDATE SKILLS AND QUALIFICATIONS Minimum Requirements: Candidates that do not meet or exceed the
minimum stated requirements (skills/experience) will be displayed to customers but may not be chosen for this opportunity. Years Required/Preferred Experience 8 Required Expert level skill in Tableau design and development. 8 Preferred Expert level skill in SharePoint design and development.
III. TERMS OF SERVICE Services are expected to start
07/10/2023 and are expected to complete by
08/31/2023 . Total estimated hours per Candidate shall not exceed
480 hours. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing.
IV. WORK HOURS AND LOCATION Services shall be provided during normal business hours unless otherwise coordinated through the
Texas Health and Human Services Commission . Normal business hours are Monday through Friday from
8:00 AM to 5:00 PM , excluding State holidays when the agency is closed.
The primary work location(s) will be at
4601 W Guadalupe St, Austin, TX 78751 . Any and all travel, per diem, parking, and/or living expenses shall be at the Candidate's and/or Vendor's expense.
Texas Health and Human Services Commission will provide pre-approved, written authorization for travel for any services to be performed away from the primary work location(s). Pre-approved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees, including any requirement for original receipts.
The Candidate(s) may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through
Texas Health and Human Services Commission .
V. OTHER SPECIAL REQUIREMENTS Services are expected to start 07/10/2023 and are expected to complete by 09/30/2023 . Total estimated hours for Candidate shall not exceed 480 hours. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing. FY23 - 7/10/2023 to 8/31/2023
FY24 - 9/01/2023 to 9/30/2023

WORK HOURS AND LOCATION WORK HOURS AND LOCATION (Required) A) Services shall be provided during normal business hours unless otherwise coordinated through the Agency. Normal business hours are Monday through Friday from 8:00 a.m. through 5:00 p.m., excluding Texas state holidays when the agency is closed.
B) The primary work location will be at 701 W 51st Street Austin, TX 78751.
C) Any and all travel, per diem, parking, and/or living expenses shall be at the worker's and/or Vendor's expense.
D) The worker will work remotely. E) The worker may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through the Agency.

VI. ADDITIONAL TERMS AND CONDITIONS Submission of a candidate's resume by multiple vendors will result in disqualification of the candidate from this opportunity.

Worker must sign an Acceptable Use Agreement as a condition of employment.
Worker must sign and return an HHSC Information Technology Staff Augmentation Contractor Integrity Agreement (ITPC-01 Form) before a purchase order is issued.
Vendor must sign and return and HHS Information Security Cybersecurity Training Acknowledgement ( HHS Form 3834 ) before a purchase order is issued.
Vendor must conduct a criminal history investigation of the Worker and provide the results to HHSC prior to the issuance of any purchase order. The criminal history investigation must have been conducted within six months prior to the issuance of any purchase order, including a purchase order for modifying or extending the terms of the agreement. Should the Worker not be acceptable to HHSC at any time because of the results of the criminal history investigation, then HHSC may immediately terminate its purchase order and related service agreement or request replacement of the Worker in question.
By accepting the purchaser order, the Vendor agrees to comply with the HHS Data Use Agreement .
