Job Goal: To oversee the recruitment and hiring process of new employees, serve as a liaison between the Virginia Department of Education (VDOE) and Floyd County Public Schools to ensure school personnel are properly licensed, assure compliance with state legislation pertaining to licensure requirements, and maintain the confidentiality of personnel records.

Qualifications: Associate's degree required;

Bachelor's degree in a related field preferred;

Three years of work experience in personnel operations in a school system preferred;

Strong oral and written communication skills;

Proficient with office software and information technology.

Performance Duties:
  1. Ensure timely reporting of Workers' Compensation claims, coordinate student teacher placements, gather data for reports, and manage tuition reimbursement requests.
  2. Obtain, organize and analyze pertinent information/data to assist in preparation of school division, state and federal reports (IPAL, PEC, EEO-5, OSHA and additional reports, as required.)
  3. Provide overall administrative support for school board business as needed.
  4. Post all job vacancies on the database, media, and website, and maintain an up-to-date applicant database.
  5. Process applications, screen candidates, schedule and conduct interviews, coordinate job fair materials, and recruit candidates and substitutes.
  6. Prepare personnel reports for monthly School Board meetings, collect required documentation from new hires, conduct orientations for substitute teacher candidates, prepare contracts for certified staff, verify previous experience for salary placement, and process paperwork for coaches and volunteers.
  7. Maintain knowledge of VDOE licensure regulations and verify proper licensing for school personnel.
  8. Collaborate with VDOE Licensure Specialists to evaluate credentials and apply for new licenses, renewals, and changes.
  9. Counsel employees on certification rules, update licensure records, track renewal status, notify staff of renewal requirements and stay informed on VDOE updates and meetings.
  10. Maintain confidentiality of human resources information and personnel records, and input personnel and substitute information into relevant data management systems.
  11. Keep job descriptions and evaluations current, process position changes, verify eligibility for salary adjustments, and distribute and maintain employee exit surveys.
  12. Attend staff meetings as required.
  13. Maintain the same high level of ethical behavior and confidentiality of information as expected of all staff.
  14. Discharge all responsibilities and fulfills all obligations as specified in contract, policies, and guidelines of the Floyd County School Board.
  15. Perform all other duties as assigned by the School Superintendent.
